PRINCIPLES OF STRATEGIC PLANNING AGRICULTURE IN RESPONSE TO THE TASKS AND CHALLENGES OF FOOD SECURITY

Background. Consideration is being given to improving approaches and methods for strategic agricultural planning, which are driven by the need to achieve innovative national food security objectives, taking into account the unprecedented impact of risks and threats to their provision. It was shown that the need for radical changes in the strategic planning of the agro-industrial complex is ripe, aimed at solving food problems and overcoming the challenges associated with the peculiarities of the functioning of the industry, dependence on imported resources, rising prices and reducing real incomes of citizens, sanctions, anti-sanctions and the pandemic of coronavirus.
Materials and methods. Information resources were the results of scientific research by leading scientists in the field of strategic planning, as well as a spatial database formed by the author in the constituent entities of the Russian Federation. For the analytical processing of materials, metals of scientific generalization, systematization and statistical groupings were used.
Results. The system of strategic agricultural planning is supplemented by principles based on the "desired state," "systemic development (focus)," "compliance of tools with priorities and goals," "use of competitive advantages," "engagement and partnership." In the analysis of the state of physical and economic availability of products, the relevance and timeliness of the implementation of these principles in the practice of strategic planning for the development of the industry and ensuring food security as a complex problem is justified.
Conclusions. The results of the study can be applied by the agribusiness authorities in order to improve the methodology for the development and implementation of strategic plans for agriculture.
